We have prepared answers to the above questions by creating an excerpt from a document issued by the Ministry of Internal Affairs and Administration entitled "ACCESSIBILITY STANDARDS IN LOCAL GOVERNMENT".

This publication was created as part of the "Accessible Local Government 2.0" project, implemented by the Ministry of Interior and Administration and partners: the Institute of Regional Development Foundation, the State Fund for Rehabilitation of Disabled Persons, and the Silesian Union of Municipalities and Districts. The project is implemented under Measure 3.3 "Systemic improvement of accessibility," Priority III "Accessibility and services for people with disabilities," of the European Funds for Social Development 2021-2027 program.

Below, I cite basic guidelines for preparing information for people with visual impairments. These are recommendations and best practices, from which exceptions may be made in individual cases. Important information from the client's perspective is the method and location of installation of typhlographic plans, information boards, and information plaques.

Touchscreen information about the layout of rooms - typhlographic plans

A typhlographic plan allows a blind or visually impaired person to familiarize themselves with the layout of a room, building or space by touch.

  • Use typhlographic plans in large and complex buildings.
  • Place them near the building entrance, in key locations for route selection, and near restroom entrances (recommended).
  • In multi-story buildings, place plans on each floor, consistently in the same location (e.g., near the elevator).
  • Include textured paths (FON) in the plans and provide a maneuvering area of ​​at least 1.5 x 1.5 m.
  • Installation: on a surface inclined at 25° (e.g., a pedestal). Bottom edge at a height of 0.9 m, top 1.05 m.
  • Existing infrastructure: Vertical wall mounting permitted (bottom height 0.8 m - top 1.4 m).
  • Ensure free space under the plan for wheelchair users (min. height 0.67 m, min. width 0.9 m, min. depth 0.3 m).
  • Use dimensions close to 0.54 x 0.58 m.

Voice information about the layout of the rooms

Provide recordings that can be listened to on a website, at a multimedia kiosk, via QR/NFC codes, or audio guide devices. Typhlographic plans with buttons that activate audio information are a good practice.

Visual directional marking system

  • Place signs (arrows, pictograms) at key points (corridor intersections, elevators, exits).
  • Use a combination of pictograms and verbal descriptions (maximum 5 elements in one location).
  • Mounting height: minimum 2.2 m for signs above circulation routes or 1.2 - 1.6 m for information read at close range.

Door signs

  • Place them next to each door, on the doorknob side (5-10 cm from the door frame).
  • Height: from 1.2 m (bottom) to 1.6 m (top). For inclined strips (30-60°), the height should be approximately 1.1 m.
  • Use matte materials and sans-serif fonts (minimum size: 36 points / 15 mm).
  • Ensure contrast (e.g., black text on a white background) and Braille lettering (Marburg Medium standard).
  • Raised letters should be 15-55 mm high and protrude at least 0.5 mm.

Voice messages in space

They must convey exactly the same information as the visual versions. Ensure good acoustics (no echo) and a slow, understandable pace.
